Most security arrangements in Indonesia are inherited rather than designed. A guarding contract was signed by a predecessor, CCTV was installed when the office was fitted out, and the assumption is that the arrangement works because nothing has happened. That assumption is tested only once.

Threat
What actually threatens this site, in this location, given this business. Crime patterns in the immediate area; labour dispute and demonstration risk, which in Jakarta is a live operational issue for manufacturers and employers of scale; civil disturbance and its typical geography; insider threat; targeted crime against expatriate staff and their families; and, for sites outside Java, community and land dispute risk, which causes more disruption to Indonesian operations than any other single factor.
Vulnerability
Perimeter, access control, visitor and contractor management, key control, lighting, CCTV coverage and actual retention, alarm response, and the control of goods movement in and out. We test procedure rather than reading it — a documented visitor policy that the guard on the gate does not apply is not a control.
Guarding arrangements
Review of the guarding provider’s licensing, the contract and its service levels, guard training and turnover, supervision, post orders, and whether guards are performing security functions or acting as receptionists and car park attendants. Security services in Indonesia are a licensed activity regulated by the National Police, and licensing status is a basic check that is frequently never made.
Response
What happens in the first fifteen minutes of an incident: who is called, what authority they have, how the site communicates when the mobile network is congested, where people go, and whether anyone has tested it. Emergency response in Jakarta is not something to discover during an emergency.
Business continuity exposure
Flooding is a recurring and predictable disruption in parts of Jakarta and surrounding industrial areas, and it affects access, logistics and staff attendance more often than crime does. We assess it as an operational risk alongside security.
What you receive
A written assessment with findings graded by risk and recommendations separated into immediate, short-term and capital items, each with an indicative cost and the reduction in exposure it actually delivers. We are explicit about which recommendations are essential and which are optional, because a report listing forty undifferentiated recommendations gets nothing implemented.
Where the client wishes, we will review tender responses from guarding providers, assist in specifying requirements, and re-assess after implementation.

Frequently asked questions
Do you provide guards?
No. We assess, specify and audit. Remaining outside the guarding market is what allows us to tell you that your existing provider is adequate, when that is the case.
How long does an assessment take?
A single Jakarta office is typically one day on site and a report within a week. Industrial sites, multi-building campuses and multi-site portfolios are scoped individually.
Can you assess sites outside Java?
Yes, including remote mining, plantation and energy sites, where community relations and access are usually the dominant risks rather than crime.
